I keep forgetting there are many different locales represented here.
Forgive me.

Frame relay works much like the internet. Users connect to the cloud and
are given logical addresses (refered to as DLCIs). The provider sets up a
PVC based on the user and their circuits. The DLCIs allow the router at one
end to know how to connect to the router at the other end.

FR is typically used to permit several users to connect and share
information with each other and is very cost effective in many instances.
Once you are connected to the cloud, you could let other users access you in
this manner. It would be a one time cost for you, but you might have to
increase the bandwidth on your end if you get multiple clients using it.
