Policies won't affect this. However, if your clients used 95/NT and logged
in separately - ie an account for adults & children, and the computer
(through the Passwords CP) was configured to store the different profiles,
I believe it would also store the proxy settings. For 3.1 users, can't do
this, though 3.11 should be able to... I'm pretty sure Mac's can't/won't do
this.

Or they could use a different browser for different proxies...
