Do you have a portmaster book? I'm not sure off the top of my head but I
think the command is

add modem shortname longname speed string

Sample: add modem boca bocarack 155200 at&f&c1&d2s0=1m0&k3&q5%c2%e2&w\r^OK

Use you modem book to come up with a proper string for the modem you are
using.

Then you must configure each port to that modem. syntax as follows:

set s0 modem shortname

Example: set s21 modem boca

Then you must reset the port. Do this to all ports. If your string is
right, you should be in business shortly.
