I'm running Radius 2.5.195 and I have the following "users" file and it
works.

DEFAULT Password = "ANY"
Framed-Protocol = 1,
User-Service = 2,
Framed-Routing = 0,
Framed-Address = 255.255.255.254,
Framed-MTU = 1500

(It should read "ANY", i.e,. use the password ANY (in caps, no
quotes) and
any password will be accepted for the username.)
