Unfortunately, Emerald doesn't do a "minimum usage charge" for rates.
I'll
add an RFE for it. You can charge $10 and then 2 cents/min, or no base
cost. You would set this up like:

Standard Interval: 60
Standard Time: 0
Standard Charge: 0

Over Interval: 60
Over Charge: 0

Start: 03:00
Stop: 15:00
Primary Charge: 0
Over Charge: .02
