I'd recommend re-installing RadiusNT 2.5. :)

RadiusNT 2.2 defaults to the wrong port for accounting (which is
really what the second line is for). You need to add the two entries
to your services file to correct this. Add these in port order.
The file is winnt\system32\drivers\etc\services

radius 1645/udp radiusd
radacct 1646/udp
