I gave this operator "Administrator" access to one billing group only, "No
Access" to all others, but it still comes up with no access at all. I
cannot even add new users, I get a warning screen that says "No account
types accessible for this login".

I can live with different logins to manage the 2 different groups I'm
interested in, but I don't want to give complete access to these logins...
am I doing it wrong, or does it just not work right in this release?
