Operator access

I just set up a new operator in Emerald 2.1.11 and I only gave access to
this operator for 2 billing groups, all other groups have "no access" these
2 groups have "administrator" assigned. When I log into Emerald as the new
operator it tells me that I do not have access to any account types and I
cannot see any MBR's, not even the ones that are in the billing groups that
this operator has "administrator" access to.

If I set the access to "no access" for all billing groups, then it defaults
to the full manager access for all groups and it works, but I don't want
this operator to have access to everything.

Any ideas?
