We have been running Frontpage extensions for almost 2 years now,and it was
disastrous. Helpdesk time for NT hosting raised to 10 times that
of our unix servers (up from 2-3 times). Microsoft newsgroups were chockfull
of permission questions (we counted 500/day).
OTOH since the latest release of the extensions, we hardly have problems
any more (and starting with this release microsoft released source code, so
we dared installing it on our unix servers: with success).

Read the SERK (Server Extensions Resource Kit) front-to-back, and you
should be able to resolve your problems, the documentation has improved
much.
