Without going into great detail, the consolidation (in 2.2 and higher)
only looks at COMPLETED billing cycles. That means if you expire on
the 20th, and today is the 15th, it will NOT touch your calls. Now
if you ran consolidation on the 21st, then it would. 2.1 has a
problem correctly determining whether the billing cycle was finsihed
and would sometimes consolidate a partial billing cycle, rather than
waiting.
