PAP login fails

Radius Server: RadiusNT with ODBC/SQL
Radius Client: Ascend Max 4004
Dial-up Client: Win 95
Problem: Cannot login using PAP/CHAP, terminal server interface works.

If I configure dial-up networking "bring up terminal after dialing"
then I can log in OK.

Any thoughts pointers appreciated.
