I really am not sure what you mean by the above? You run charges
FIRST. This creates the charges. Then when you run the invoicing,
it will pick up the charges for the user (if any exists) which
creating their renewal/cc/invoice. The charges button will not add
a charge to a pre-exisiting invoice.
