Emerald 2.5.322 (and maybe other recent versions?) has a bug in it that
causes the HomeDir to be created only when the field is filled in when the
service is first created. If you go back to an existingn service and add a
HomeDir to it, it will not created the physical directory on the server. I
don't know if this is related to the problem that you're running into, but
it might be worth noting. I don't know if this problem has been fixed in
some newer version of Emerald (we're still using 2.5.322).
