[Emerald] Can't generate Excess usage charges

I am using Emerald Manager 2.5.329 .

I configured a user to use a Per Minute service (whose rate is according to
your example Per-minute rate).

This user used-up 51 hours for the month of March. But, no matter how many
times I invoice him (from January to May), no excess usage charges are
applied. Only the regular monthly recurring fee's are charged. What could be
wrong ?

I remember going to Emerald Admin, Database, Maintenance, Update Calls.

And in Emerald Manager, I clicked on Summary, Charges, and Create Invoice.

Can anyone help me ?
