[Emerald] $1.25 for Guset Accounts?

Doing some cleanup and keep running into this..=20
With our website accounts we typically include a "guest" ppp account for =
maintenance, etc.

Guest PPP service is set at a cost of $0.00
Website service is set at $19.95

We have a generic Service region, as well as a Service group

When the MA is in the Service region and Service group, and the SA has =
the Guest service, it correctly charges $0. When I add the Website =
service to the same MA, the Guest service is charged $1.25 and the =
Website is charged $21.20 (19.95+1.25) =20

Even if I set each of these services with a static cost of $0, it still =
charges them like above

Where is this coming from? What can I look for to find this $1.25? Ive =
scoured the EmerAdmin prog thinking there may be a default sur-charge =
somewhere but can't find anything.
