The cause for this is the Secret the NAS is using does not match the
secret RadiusNT is using for that NAS. With Emerald, the secret
comes from the RADIUS servers configuration. The secret between
the NAS and RadiusNT is used to encrypt/decrypt the password. If
they do not match, it will decrypt as garbage.
