Each user has a ntuser.dat file that is in their local profile
directory. Based on who is logged in, HKEY_CURRENT_USER gets
mapped to THAT file. Therefore, AFAIK, its not possible to
user regedit to modify the user's settings, unless they are logged
in. The entries under HKEY_USERS are for the DEFAULT and ALL users,
which are used for creating users and various global settings.
