We also had the same problem with Win Modems dialing into a Cisco AS5200.
Does anyone sense a pattern here?

I don't know what kind of lines you are using, but in our situation, the
users are connecting through Channelized T1's instead of PRIs, and it seems
that the Win Modems were confused by the squalk that is heard when first
dialing the phone number. Adding two commas after the phone number lets the
modem pause about 4 seconds, thereby bypassing this sound. Now, they can
connect every time.
