[RadiusNT] Weird UNIX pw behavior

RadiusNT Enterprise 2.5.175, SQL 6.5, passwords are set to UNIX in the SQL
database, the file c:\radius\passwd exists, the Data directory is set to
c:\radius, etc.. *some* users auth fine, others dont. Below is a -x15.
Whats strange is sometimes it works, others it doesnt. I have Password
Replace checked. It works on 70% of the users, the other 20% fail as shown
below. Anyone seen this before?
