The problem is that for some reason the MS Access database doesn't have
an Attribute #32 defined in the RadAttributes table. If you add it like
below and Restart RadiusNT, it should work:

RadAttributeID Name Type RadVendorID RadVendorType
32 NAS-Identifier 0 0 0
