If you're assigning a single IP to a customer, the netmask should be
255.255.255.255. The way you have it now you're routing them a whole class C,
instead of a single host address. Either way I doubt it's a Radius problem.

How is that giving him the whole class C?
This is the normal Netmask used
on the system. It is used on this and other PM3's.
