Took me a while to find this:

The forthcoming ComOS 4.1 fixes the port numbering for RADIUS. The
port number will break down like this:

2 bits shelf number (settable by user, eventually may expand to 18
bits)
4 bits slot number
5 bits line (to allow future expansion)
5 bits channel

So every port will have a unique number, and as port densities grow the
same numbering scheme can continue to be used.
