It sounds like when you created a new service for an account, you left the
Setup Fee set to "Normal" (or whatever it is) instead of None and there's no
default setup fee set for that particular account type. As soon as you save
the settings for that service the first time (leaving the setup fee set to
normal), a 0.00 charge is added to the billing record and shows up on the
next invoice.
