Hrmm... This then seems like your SQL Server can not handle the load when
multiple clients are accessing your Database. If your getting hesitation,
this may be that you may have ran out of RAM and it is doing swapping with
VM. Monitor that your memory usage on your SQL Server is under the actual
RAM you have installed. If you are over this limit, I would highly suggest
installing more RAM into your SQL Server. I have 256MB RAM in mine and
works fine. For your config of about 3000 clients, I would recommend
atleast 512MB to 1 GB RAM.

See if that will improve the performance. Also how BIG is your Emerald
Database now? If it over the size of your RAM, try trimming/ removing older
records. This will improve performance greatly.
