The closest I found was for Mysql.

I hear there is a NT based ODBC NIS+? server.

PAM for the most part makes a decision weather or not one is allowed to
login. It still requires a password file or some kind of user database to
resolve groups, user/uid mappings...etc.

We have a redhat linux system here using the LDAP PAM & NSS modules (from
http://www.padl.com) with our LDAP Sync server Emerald users can log in
without entries in /etc/passwd...etc.
