Look into install SNMP concurrency checking. It will resolve the
false denials for you:

No, they can't. Emerald bills soley on stop records, where the
NAS explicitly tells Emerald how many seconds the user was on-line.
The on-line list works from the start record and the current time,
hence why its incrementing.
