The current version doesn't not support this yet. The nexy update will.

The Emerald Admin will not show you the Global group (its sorta
hidden/protected) in the Group list. Are you saying its not
available when editing other objects (like the Service Types)?

There was a long thread on this a little while ago. Emerald 2.5.278
fixes an accounting (some people call it a rounding bug, but its not)
bug that was in earlier versions of Emerald.
