First, make sure you are using the latest beta, found at:

ftp://ftp.iea-software.com/Emerald/External/beta/

The previous versions did not support Serv-U correct. The new version
comes with an Admin that you need to use to etup EmerAuth. You can
also define a logfile in the admin and see what the logfile shows.
There is one known issue about the earlier EmerAuth betas where they
would fail to start do to a license error, that should be fixed
in the latest one.
