There is other way which IEA-Software can do about this one. When user
login/password does not match entry in RadiusNT, if RadiusNT could allow
this user come in with a default account type, and use a dummy
username(DUMMY) in CALLSONLINE table. We could define the different IP
pool, IP filters, session-timeout, DNS name server, concurrent login limit
for the DUMMY, then the user will be always get connected and be informed.
Because in US the local call is free, but in the rest of world the call
charge like to take a TAXI, you will have flag fall charge and time charge,
so an informed customer is a happier one.

I would think this change to RadiusNT is minor one, I'm sure Dale will come
up a stored procedure in about 30 minutes.
