[Emerald] Secondary Authentication

I am having problems utilizing my secondary Radius Authentication
server. When I halt Radius as a service on my primary server authentication
never reaches my secondary server. When I make the secondary the primary
server it works just fine independently. I am using a Computone box as the
port server and they swear that it is configured properly to see the second
server.
If I run the secondary server in debug after stopping the primary Radius
server, I can see that accounting packets are being sent to both servers but
no log on attempts show. Can you think of any setting that may be
preventing the port server to try for the secondary server?
