Its the amount of time the Accounting Record was stored in the NAS
before it was sent. For Example, if RadiusNT receivced the record
at 11:05am, and the AcctDelayTime is 60, then the real time the
record was generated was 11:04am. The accounting packets don't
have time stamps, so that why the delay is important.
