RadiusNT 2.5 only requires the user to have log on from network access
to the machine running RadiusNT. RadiusNT itself must have access to
authenticate the user as well. Post the -x15 debug from radrecv() to
resp line and I'll tell you which permission issue it is.

Have you tried RadiusNT 2.5 in single IP mode? You could be running
into a multi-homing issue.
