VSA is only supported in the database. You need to define a vendor in
the RadVendors table (name and number) and then you can create
attributes that are VSA (#26) and associated to a vendor (in the RadConfigs
and RadATConfigs tables). RadiusNT currently only supports the RFC
recommended format for VSA (which is one encapsulated VSA per attribute #26).
