However I am still not seeing any logging done to the data
base, and the callsonline query returns empty.
On a possibly related note, when running RadiusNT in X15
mode, I am seeing multiple start/stop records for each
session, even after the session has been established or
disconnected.

The RadLogMsgs and RadLogs tables are detailed in the
RadiusNT documentation on our website. You just need
to create the two tables, and populate the RadLogMsgs table.
