We ran 15 modems on a 56k Frame relay for 6 months and had little or no
problems. Just don't do newsfeeds on the pipe or other bandwidth heavy
stuff and it should be fine. We have 45 modems (56k) on a 256k FR and have
very low usage still. At night it picks up but still we show less than 50%
utilization at the peak times.
