IIS 4.0 MORE PROBLEMS

I have tried to block certain domain names using directory security in the=
IIS manager console. I choose ...

BY DEAFULT ALL DOMAINS ARE ALLOWED ACCESS
Then I add denies underneath.

What happens?
Everyone else gets 403 errors if they are not on the same c address.

As soon as I remove the domain names from the deny list, all other ip=
addresses are allowed access again.

What is going on?
