Dumb IIS 4 question....

I am challenged for a admin password with the first hit of a browser to the
site when the server reboots... I only have to enter it once -- It is fine
as long as the server is up...

What have I configured wrong? I want this to be open access ... The
permissions all look like they are set correctly for my IUSR_ account to
get to everything and it is wierd that I only have to enter it and then
everyone to get to everything on the server....

HELP....
