NT System Time is Strange

I just received a couple of calls from customers who have noticed that
after they upload files to our ftp server, they notice that our system
reports a modification date/time 7 hours ahead of the actual time. Prior
to daylight savings, files would be 8 hours ahead. We are in the -800 time
zone, so this does seem logical in a twisted sort of way. I was able to
replicate the situation with my workstation, so I checked the system time,
and everything is set up correctly there. Is this normal, and can I change
it?
