This is the number of days from the date the account expires befoe the
account will expire. Setting it to a positive value will give the
customer that many days of free service (not billed). Its a startup
grace period.

positive value, or the customers will not be allowed on until they
pay their first bill. This is cleared when they pay their payment
(temp extension).
