You need to set the standard charge (which is the per-hour charge for
usage below the standard hours setting) to 0 if you are not charging
a per-hour cost. For example, if you ive 10 hours free, you should
set standard hours to 10 and standard charge to 0. The Service base
cost (which is not the same as usage charges) is configured in the
service configuration, not the rate configuration.

Mainly, because you told it to. :) Change standard cost to 0 and it
should do what you want it to do.
