Actually I DID respond to your request.  Look at the number of
connections (user activity) in Enterprise Manager.  Most likely you
are running up against a connection limit issue.  You can use
Enterprise manager (configure Server, configuration, max connections)
to increase the limit.  The default is 15, which easily can
max with 3 emeralds, two RadiusNTs and a couple Enterprise
manager connections.
