There are TWO issues:
1) The account RadiusNT runs as must have sufficient permissions to
authenticate users.
2) The account BEING authenticated, must have log on locally permission
to the MACHINE running RadiusNT (not the domain, unless its a domain
controller).

Yes. That solves Problem #2.
