Where you running the primary in -x15 debug? If you continue to have
problems, run it in debug mode and send us the last screen when the
problem ocurred.

The speed of the machine running RadiusNT itself is typically not an
issue, unless you are trying to use MS Access. A couple of P100
machines would certainly suffice for a SQL Server setup where SQL
serer is running on a DIFFERENT machine. In that case you need to
look at the machine SQL Server is using.

Use performance monitor to try and track down WHERE the spike is coming
from (what app or part of the system). Then you can narrow down the
source.
