RadiusNT 2.2 is not running properly as a service

I have setup RadiusNT to run as a service (and is being used in
conjunction with Emerald.) When I start the service it appears to start
but it does not validate any users. Running it from the command line
(radius -x15) works just fine. Any ideas?
