changing user passwords results in Access has been denied

I installed NT4.0 server, add some users, everything worked fine... users
had to change their password first time logging on to the NT Server. I
must have changed something somewhere because w95 workstations now get the
following error when they attempt to change their password:

Unable to change the password for Microsoft Networking because of the
following error:
! Access has been denied.

I have check the obvious.. account policy... everything looks ok. Change
is immediate etc.

Any help would be greatly appreciated.
