I have two web servers, but I don't want the second one to be used unless
the first one goes down. I looked into DNS configuration and you can setup
DNS to jump back and forth between the two to share bandwidth, but that's
not what I want. I tried turning off the first web server while it was
doing that and it would return errors to the end-user whenever it wanted to
access it.

There has to be people out there with backup mothball services that don't
activate until the primary goes out.
