Downloading from where? Your own webserver? If that's the case, you may
have execute permissions set in your webserver (IIS, etc.)). If you do,
then the files are trying to run on your webserver. I'd go into the Task
Manager on your webserver to see if you have any of your downloadable files
running in the background...
