IIS 4.0 FTP Setup

Hi all,
I just finished my upgrade (if you can call it that) to IIS 4.0
I figured out how to do most of the web site setup but I'm
having a rather hard time figureing out FTP

Here's the problem:
I can get anonymous to login fine and you can browse the
FTP directories and download from them. You cannot upload
as an anonymous user, which is good. Then if you try to log on
as one of the NT accounts the FTP server says "user cannot login"
I checked the Event Log and what shows up in there is "Unknown User and
or Bad Password", but yet if I log on to one of the workstations here with
the same user name it allows me too with no problems. I've
tried many different accounts, everything from the Administrator account
to a normal FTP user account. none of them work. I tried allowing just
that account to Logon Locally but that didn't help either.
So none of my users can update their web sites because none of them can
logon.

IIS 4.0
Cold Fusion 3.1
Perl 5.004
Windows NT 4.0 Server (Stand Alone Mode)

Micro$oft has no documentation on setting up the FTP section.
