.exe files being treated as cgi's instead of documents to send

For some reason our IIS3 server has suddenly decided to not let people
download the installer programs for viewers and stuff that we want
them to use. Instead it's trying to run them on the server as cgi's.

I thought this worked properly in the past, it would be a severe
security whole if the server just ran any executable file as a cgi
instead of only files marked as intended to be run on the server.
Thankfully we don't use our NT servers as multi-user servers so the
lack of this type of security isn't really an issue, but we still
would like to offer files for downloading.

We've tried all different permutations of options, what are we missing?
