You didn't mention what setup he has, it is and easy thing to do but the
solution lies in what kind of setup he has.

IANAL, but I would put the responsibility on your client. Inform him of
the products available (proxy servers, etc) teach him how to use them and
move away. You may want to tell him about the legal ramifications or have
him consult his HR dept or his lawyer.
